Just read the article on this movie in Newsweek magazine. In it this same question was asked. The male Japanese Ken Watanabe said "There is no other actress in the world this is more suitable for this part than Zhang Ziyi".

So I think that sums it all.

Why did they cast Chinese for the main parts in this movie? While I am a big fan of Zhang Ziyi and Michelle Yeoh, I think these roles should be played by Japanese women.
